In game go to [Me] on the bottom right after you tap on it, then go to [Encounters] then pick [Characters] then go to inmates. I'm not sure if that's helps you out.
Same results. Whether I meet them at random or force the encounter. I only get the option for submissive sex or decline. That's the problem.
