I played around with a few alternate ideas to let other factions use the Garrison's soldiers, but found the Hireling rules to ultimately be the most effective/simple.
As for scoring, the Garrison scores points in Evening relative to the number of Bastions they have built. Looks like that didn't make it onto the faction board for some reason (Oops).
