I'm a little confused on one point. The Spymaster needs two cards if matching suit to play an obstacle. What if they have cards left, but no matching pairs?

Is this meant to be an independent game inspired by Shadowdark or a game the players would play in the game world?

Nice job. This feels more like a single adventure than an entire setting, but I think there is nice inspiration for the setting in the adventure. I love an ancient vibe too.
