gamemode with states / provences all independant instead of a few being able to be independant

and make a gamemodew where when you start you pick a country to play as also make the states or provencees all able to get independance

that would be nice with multipul slots for saving

i thought it would be cool to choose a country maybe even in another game and then it comes up with a state territory provence council map and it goes the same but  instead of countries its states and provences or territorys and maybe the  capitals could be their own thing
