You'd probably need a basic oracle system of some kind but it should work fine for it.

Paved in Blood is a city-building tabletop narrative game, wherein you work together to create a town filled with hidden supernatural conspiracies and strange events. You'll create both the supernatural factions and their victims, as well as anyone else you think might have an interesting story, and as you build up, soon the entire city will take shape around you!
I'd be remiss if I didn't mention, if you're wanting to see some previews of stuff that'll be in the final book, things the QS doesn't get into, I do post previews here and there on our Patreon: https://www.patreon.com/FalconianP?filters[tag]=The%20Blood
Thus far there's two big ones, Spirits and Sample Spells. Both also touch upon a few other concepts in sidebars or offhanded mentions. So, if you want to see more, support us and take a look!
Thanks for the praise and input! The quirks I did indeed intend to be easily homebrewable, but you make a good point. I'll see about releasing a freebie on my patreon or something with a handful of new ones for people to work from.
As for the Oath, I'll take a look over that. Redoing layout would be hard at this point but I'll see if there's anything that can be done.
So, I've been trying to use an Xbox One controller on my PC to play this game, but while it recognizes it when I plug it in, it doesn't seem to register any button presses or directionals. I've double checked on my PC that Windows itself recognizes they're being pressed, so it must be an issue with the game.
EDIT: Using Windows 10 Pro, Titan Pascal, Intel Core7 6700K, if any of that matters.
