You could use a D20 instead, and re-roll if you get a repeat.
Using this method would mean you can't draw 0 (The Fool) or 21 (The World). But that's okay because those cards are meant to be removed from the deck anyway. Let me know how it goes!
I'll be honest, I put 0 thought into how the maths of this one works.
But now you've pointed it out you're completely correct and I can't believe I've missed it. I've updated the game to make Advantage increase during each round. Now the person who retains advantage can remove the top card of any deck.
