Your game just needs to (if possible) be able to be played in browser.

 If you want to make a real SMS game you can try to find a HTML5 SMS emulator or just have a download to the rom file. 

TIC-80 and PICO-8 as far as I know can export HTML5. :)

There is no theme

You can use TIC-80, the resolution is close enough to the SMS. Don't worry about the color thing, I don't mind if more than 32 colors are on screen as long as you use the SMS palette or a palette close to the SMS palette. It also doesn't need to run on a real SMS :)

after the jam is over I plan on updating the game(music, sfx, levels, bugs, etc)
