If there are 2 0's next to each other, the 4 squares that are on each side of them are safe, but not necessarily the 2 on the other two sides.

I think that the current numbers are fine since they are numbers that are either small or look relatively aesthetically pleasing, and the amount of keyholes you crammed looks... uncanny.
