Sorry for the late response as I basically never use itch outside of posting stuff about my main game.
The CRT filter is not actually a filter, it's just a video of a CRT effect playing on loop with low transparency. I had to do it like this because there's no free good CRT filters out there lol.
So it's just a video player applied to a RawTexture on the UI.
The camera bleed is from the default Unity post processing, as it's just chromatic abberation.
