This is something I can investigate as a possible toggle. However, it may be something that can only be a soft filter, as students can live in any world and will need to be able to access the university lots for a number of reasons.

It should work as long as you keep the main script file installed. Uninstalling the main package file will remove all the extra calls that the mod adds. Please note that Maxis fixed the NPC phone call bug a few patches ago, and the addon's only use now is to move the dance parties and nightclub invites to the weekend.
The way the templates are set up is pretty rigid and doesn't lend itself to easy customization. If you'd like to remove the template for Oasis Springs (or any other specific World) to return just that World to default behavior, you can delete the tuning for it in Sims 4 Studio without causing issues for the rest of the mod.
I'm not 100% sure what you are asking, but I'll make a few assumptions and answer it best I can. For questions like this and troubleshooting, it's best to come onto the Discord and ask there.
Restore puts all of your settings back to the default state. Backup creates a separate file that keeps all your old settings in case you realize starting over wasn't what you wanted. There is no in-game interaction to import settings; you need to make the changes yourself or overwrite the settings file in your folder with another one. Home Regions settings apply to all save files, and are not tied to a specific save file, nor are those settings transferred when save files are shared. If the person who made the save wants to share their Home Regions save file as well, they are free to do that and you would then place it in your settings folder and overwrite your previous file.
