You just have to make splits have 0% chance of happening. Making splits unbelievably rare would ruin the fun of the game, then people who don't wanna make a huge empire are just stuck with the same nations.

UPDATE: Catalonia has got it's 5th fort before it split once

ok so i can't post a picture so here's the relevant information:

the land area is 7185, it controls most of the rivers in spain and france, it has 4 forts, it controls most of sardinia and it's been around for 80 turns without splitting ONCE

I've created a Catalonian monster. Not by many splits, rather by no splits. Like actually, the empire has gone through 0 splits and it has 4 forts. No matter how many times i draw a card for the empire, it doesn't split. It's been here for around 80 turns. Catalonia is literally INVINCIBLE. For some reason itch.io doesn't allow me to send a picture, so i'll send it as a comment on this.

I think you can solve this by turning splits and small splits to 0 in the card rarity menu. Then you'll never get splits.
