I just completed Emma's quest, then visited the cemetery, and then completed Rosie's quest. And I was able to purchase a Strapon without any problems. 

Is the balance accrued after receiving money through missions?

The fact is that only a personal balance is tied to the purchase of a Strapon. You need to have the required amount to purchase. And without performing third-party tasks you can buy.

I tested many times under different conditions and everything worked. Perhaps under some certain minor condition, such a problem pops up..

Try rebinding in the main menu, not while paused.

I'll try to release part of the update next week. But it will concern the prologue. The game map will be slightly updated, new characters, locations, missions and sex scenes will be added, and graphics. I want to use Prologue to the maximum. It has a lot of unused spaces.
