Khemia-2 that you see in the downloads section was an update of the original build from 2020. Probably bug fixes or fixing typos. Not part of the new game.
I have played the mod! It's been too long for me to say anything substantial, but I do recognize the similarities with Minotaur Hotel. It makes me wonder how good an actual Minotaur Hotel inspired mod could be for a game like Skyrim or similar games.
By "voice" he's talking about a term in the writing and literary world to refer to how a character's personality and psychology is shown through their choice of words; how they express, what they express, etc.
*Not* accent, dialect, or colloquialisms.
Typically, if every character talks the same, that might not be considered the best dialogue. Though that being a problem in Password is OP's opinion, not mine.
