So I got this working. You can just use the Roll20 version of the tiles, and in the Tile Controls > Tile Browser, just make sure the 'Asset Grid Size' is set to the width of my tiles (484px). Then they just slot into place.
Does this solve your problem? I'm happy to export them differently if it is helpful, but this seems to work.

I've actually been chatting with someone else who wanted to use these in Hex Kit, and they have let me know a better way to export them for this.
It's on my to do list, and now that you're asking too, i'll bump it up a bit. I might even be able to sort this out today for you.
I'll do my best and get back to you with an update ASAP.
