Check your Steam Downloads tab, make sure you’re running Steam online not offline mode, try restarting computer. If all else fails, uninstall it, and reinstall.
You should never have to re-buy on Steam, unless of course your original payment method bounced or was refunded.
Make sure you’re using the official game, no patches/mods, so it can recognize the old version.
If you’re getting an official version, should be on Google Play/Steam. Install directly.
But if you want to install from files, make sure your “install from unknown sources” setting is enabled. You may need the install apps permission on your file manager, or allow installing from unknown in general settings.
You can try uninstalling old and install new if it won’t overwrite an installed one.
