Yeah, active character might work for it. You can likely use set_stat character class function to assign unique code 

You'd basically just have to assign an unique tag to the character and then address them by it

You should do a full clean reinstall and start a new game. 

Please next time provide a save which is able to replicate that assuming you aren't using older saves or mods

There's no option to encounter Aire randomly. For Cali check other threads

The old saves are incompatible at least without importing for many reasons

You can try to turn off the fullscreen setting in settings.ini in your appdata
