also if all events were "union" the game would like crash probaly.
howd you mess with them i noticed that lizzy removed the option to edit your saves in versions after 9.4.
as far as i know you cant i think youd need to do some fiddling around with your saves for something like this.
option in the mode editor to let any country to annex/union/referendum with any other country (fitting for chaos mode) or possibly as a rare chance to happen when a country gets annexed/union/referendum
