The sky layer doesn't repeat by design. It is supposed to remain static while the other layers move in front of it. You can see this happen in the example video. This allowed for a color gradient in the sky, making it a bit more dramatic.

I was wondering about this too. At any rate, it isn't very clear that there is a manual review. Why isn't there a 'in review' state. Now it simply looks as though the project has been published, but doesn't show up in search results.
