What software should I use to program my catfighting game?

So...I'm a degenerate with a catfight fetish, and I'm looking to make a female fighting fetish game. It will have things like fully customizable characters, a prolonged story mode (something about an epic catfighting tournament or other), belly punching, breast punching, breast fondling, titfighting, and lots of other things I'd say are a bit too sexually explicit to write here (no scat/gore/guro though - I hate that).

I also want the game to be 2D (sprites mostly, with some scenes done in hand-drawn style). Maybe I'll try a 3D version once the 2D one is already finished.

I'm asking: what program(s) should I use to make this game's coding and sprites? Should I use MUGEN (and all its associated programs), or something else entirely?

What tools to use is something you must decide, because it is you who knows your own vision best.

Are you fine with the limitations brought out by MUGEN? If so, there’s no problem.

That advice sounds too vague to be helpful to me right now. Do you have something a bit more concrete than that, please? Any software suggestions, maybe?

Vague advice is all I can give when all I get is a vague description. You know best which tools you need, so if you don’t, that means needing to read up.

Yes, you should use MUGEN or something else entirely.
