I'm confused about what "they're watching you too closely" means. Am I supposed to increase my stealth before entering the town? Or is agility the only thing that matters?
Agility isn't high enough, yeah. Every time you steal at a merchant you also raise the agility threshold.
does that mean I can never steal again after I have max agility?
