It's rare, but it happens. I got an empire named Damaging Political Section of Nebozhivoe. Nebozhivoe means "the sky is alive" in Russian. Did Snod sprinkle in some actual words?
Hehe, unless the whole name is contributed by a user, then this is random :) The generator is largely based on Markov chains (though I didn't know that when writing it). It will sometimes generate fully recognizable words, or combinations of words that sound likely. I don't think Nebozhivoe is in the source text for the russian generator though (which I believe is a transliteration of the bible :))
