Save settings as a main settings or config file?

I'm trying to save the settings of this game while NOT having SAV1.sav occupied when I start the game, any ideas?  Currently the game saves the graphics settings if I save the game to SAV1.sav but the moment I delete the first save file (to make room for a new run), it resets the graphics settings to default. 

At the moment I can kind of get a workaround by starting the game, and when it's silent after the Sony PS1 BIOS bootscreen, I can Windows Key out into the File Explorer and delete SAV1.sav really quickly and it'll retain settings while being a clean setup, I was just wondering if there was any less janky way. It's not really a big deal, I was just curious.
