All characters except wolf and fox have no action and heat goes up, but wolf and fox don't seem to go up without any action
in my case; heat doesn't go up unless I use a item and it drops over time/sex. check in the shop tabs(RMB) and if you have grass you should be able to buy something that increases heat.
