EDIT: I THINK I HAVE A SOLUTION!
1. Boot up the game
2. Turn OFF hitboxes
3. Toggle fullscreen on and off
4. Play Singleplayer
5. See if it works! If the characters move smoothly after 2 turns, then the issue is fixed.
Tell me if this worked out for you.

The replay and the game when not paused would not work properly. When the game moves, there is barely any movement at all, except for a flashing of two frames that barely show the entire scene, as if I am watching the action happen in 1 fps. This is counteracted by operating the game in windowed mode and constantly changing its size, but I don't want to do this every time I wish to witness my #$$ kicked, let alone when the match isn't even over.
However, I just recently had this issue fixed after I focused Medal on the window to record it. I'm not sure whether or not this is replicable or even if Medal is the main fix, but I still urge you to look into this as this issue may occur to those without a screen recorder.
For technical purposes, I am using a laptop running Windows 11 on an Intel i7 core. It has an Iris Xe for its graphics card with 2 gigabytes of VRAM but boasts a decent 16 gigabytes of RAM.
Best of luck in fixing this issue.
