The anvil is in the fire raid area. You can get to it after defeating Shika and Funeral. However, you need to defeat them a few times first, to unlock the solo raids against them, after which you can find a chest with the dusty crafting book in the area. That book is needed as a recipe to craft the blade with the two parts.
