Hello, how to raise army skill level to 9? General keep saying something about elvish artefacts, I have one, but he doesn't change dialogue
You need two Elvish Arfitacts, Wendy as part of the vanguards, and Mirel and Elly in your party. I know it's a bit confusing since Günther doesn't mention these requirements, but it'd make no sense for him to know these characters are needed.
