I was always unable to escape the pursuit of the agents. Until the end, I finally got to the first floor and was captured by the agents. This is really too difficult!
You should be able to outpace her if you're holding shift or if you have "always dash" turned on in options.
If that doesn't help, I can see about reducing her speed a little bit.
