I generally make web games that by default are playable on windows... Can I enter them as such, or do I have to create a win executable???

I believe there has to be a Windows Executable (At least there was last year)
But you should be able to use an wrapper  wrapper such as NWJS (Used to be called  node-webkit) is the same way RPG Maker MV does.

Must be an executable. CloudTheWolf is correct in that you can just use a wrapper to make it an executable though.

You can use something like Electron, Nativefier, or NW.js.
