Game is not Starting..

I downloaded the game, I used to play the game before. And I have .Net 4.6 installed on my machine, But While I clicked on the Icon, it's not starting.. I even tried to run as administrator but no luck. Obviously it created a TAPV2.log file.

Please try to delete the content of the file called \\data\\general\\openborderagreements.xml and try again
