Do abilities not marked as "once per rest" or "once per page" just function as passive bonuses to any applicable rolls? e.g. does Tak Redwind get +2 to any scenarios marked with reminder: Athlete?

Also, is there a key to the symbols abilities may be marked with? Tak Redwind's Athlete and Gust abilities are marked with a triskelion and his Gale Strike Ability is marked with a starburst.  The icon for Surges is blank. I'm guessing the starburst is for combat abilities and the triskelion is for non-combat abilities. Additionally, Gust and Surges both have a dot on the bottom right-hand side of the label and I have no clue what that means.

based on the rules, im pretty sure Tak's Athlete ability is a passive bonus you can use whenever applicable

about the ability symbols, i dont know, but i notice that Athlete and Gust dont consume any resources, but Gale Strike uses 1 surge. i think youre right about combat vs noncombat abilities.

the little dot is easy to explain: it's whether or not you used it. when you use Gust, mark the dot; and then unmark it and the beginning of each page. when you use gale strike, mark the dot next to surge; and unmark it at the beginning of each page.

yes! according to page 9 of the rulebook, the symbols denote whether its for combat or not
