My AI opponents are stunted apparently by the phrase that appears in the new game screen "AI PLAYER ENHANCED AI (2) IS NOT OPTIMIZED FOR THE ENHANCED COPY 1 UNIT SET". HOW DO I OPTIMIZE POOR ROMMEL?

This is a warning that if you added new units or changed attributes the AI will not take advantage of these changes. (like if you added range fire to IN it would not use that - or if you added a "flame Thrower" it would never build one)

I'm not worried about me (enhancements in play), I'm concerned that AI opponents(e.g. Rommel) are not in play. The warning is just for AI opponents.

What this is telling you is that the Player Type (Expanding AI, Enhanced AI, etc.) does not have a correctly matched script. Since you have a mismatch here, the computer will play at a Classic AI level. It doesn't mean that your opponents will play like dead bugs. Of course, you could argue that the Classic AI does play like dead bugs. :)

Yes, the warning is saying - "Be aware the AI will not used the modifications or additional units". In other words, it will try to play the vanilla version regardless.
