Sorry for the hassle apparently I was being punished for having an old account lol. I made my discord account in 2015 and they didn't verify my age then.
I went digging through my discord settings and the "Family Center" finally asked me to verify.

Edit, Would it have been so hard for discord to say there was an age limit on your server or ask me to verify it then? would have saved us this problem

I put .zip files in the Mods folder of desktop app, when loaded the game, it say Mods loaded, and they are working.
