I can't get Tsubaki's relationship level past 92 so I can't access her quest and scenes. I've tried giving her books but it just says I can't get any higher. Please help.

You need to give her a love potion.

To explain in more detail: All present items that increase the relationship with a character have a certain limit, after which love potions are needed to increase it further and reach the 100.
