Like the question says, I was wondering if I can use Latin/Spanish quotation marks («»). The instructions state that to use quotations we have to do /", but it doesn't mention any other type of quotations. I'm curious about this, since in Spanish we use Lation quotations.

They definitely work for Russian, guess you should be safe too! And they're a different thing for the game, so no slash is required before them.

Just try them. For a quick test, I’d suggest using them in the “New Game” button so you can see them right away. I haven’t tried any other quotes, but the font definitely supports German typographic quotation marks, so I’m pretty confident others are in there, too. Note you don’t need the leading \, that’s really only for the simple ANSI ones (\").
