This confused me for some time as well before I solved it by seeing a small vid-guide of it on youtube. Basically there's a small indoor bar-like area that one can enter via a door (it has a double door-like look) in the underground, check them until you can enter said area. After entering just talk to the barkeep and they'll give you what you're looking for.
