I don't know why but I can't seem to even tame a Neko, I have all the grass tiles I need but they never masturbate. Their lust seems to slowly climb up to 75-80 and then they just disappear. I've been playing for at least 10 hours and started 3 different games thinking it's just a bug, can I get some help?
Sorry, that does sound very annoying. The game is heavily reliant on RNG, so it's possible that Nekos are spawning with Lust values low enough that they don't reach the point where they are extremely likely to start masturbating. Normally the answer would be to increase their Lust using potions, but since Neko Jizz is required for that it's not really a viable option early on.
I'll take another look at the math, and make sure that Nekos at least will always spawn with enough Lust to get to that point, since it's very annoying to not be able to kick off your file because of bad RNG like that.

I don't know if there is a thresh hold they have to be at to masturbate or if they have to be at 100 lust, but like I've said, I've had a couple nekos getting up to the 75-80 point before just running off. I thought if I place my character in front of them so they can't run away they might stay around but I guess when it's their time to leave they leave, weather they walk off the side of the map or teleport away lol.
