Is RPG Maker allowed?

I was wondering if heavy narrative games are allowed, like you can move around rooms and stuff, but the focus is on the writing. Would that still be considered a visual novel? RPG Maker is meant for, well, RPGs, but you can use it to just do narrative-heavy games. It's just that visually it looks like a pixel art game, and you can move the character around. There are plugins to give it the traditional visual novel look with portraits and such, but I'm not sure if that would be necessary to make an RPG Maker game considered a visual novel.

I'm not an admin but I would assume RPG Maker isn't allowed. It might be a good idea to air away from gray areas when making games for genera-specific jams like this one.
An admin will probably give you a clearer answer but I thought I would say something since the jam will be starting very soon.

There has been entries of past editions of NaNoRenO that were made in RPG Maker, like Symbiosis.

Also, in this past thread, sakevisual explicitly says it is fine, with the following caveat:

RPG Maker is definitely allowed for this! Definitions of a visual novel are, as always, very subjective, but for a rough rule of thumb, 70% or more of gameplay should be dialogue or text-based narration with the traditional VN format of text box + full screen sprites.
