This is great, I love "set it and forget it" type strategy games. The only suggestion I have is that it might be interesting to fight against a similarly equipped enemy fleet instead of a single enemy ship.
I played this game yesterday and I didn't get very far with it but today it has the ship descriptions and I won first time. Coincidence? I don't think so.
I think this game is really quite brilliant. Taking a space invaders type scenario, turning it around and making a strategy game is _good_. Making it it work as a 20 second game by ending the game before the battle is _great_.
It would fit the jam theme slightly better if the game could be over, with a win or lose notification at the 20 second mark instead of having to wait to know the outcome. I know that would be much harder to do so you get a pass from me.
I think it would be great to see this game expanded into something bigger with more challenges and a gracious learning curve. Perhaps with an artist on board to give it some visual punch?

Sound effects are fancy, as well as the overall concept. Well done!
