Package manager grey area

So I'm working in unity 2019, and I would like to use this package called LeanTween. Only issue, its not a package in 2019, its a free asset from the asset store. My question is weather or not I can use it, cause although its not a package in the version I'm currently using, its a package in the package manager in a later release of unity.

There's not a "default" answer to that because it IS in the grey area - Please post a link to the package (asset store url) and I'll flag it so Nellie and the rules team can determine whether or not to approve it :)

And to note, every unity running 2020+ has it in the package manager
