As the title states, can game assets created by others be used in the jam's submission? (Ones that the creator allowed to be used in projects, of course.) The rules don't state anything about it, so I thought it should be asked here.

Yep. You can use assets made by another person in your team, or, if you want, you can use an asset pack. It's up to you.
