Intentional. I wanted everyone to have a default set of plugins for their games, but I rushed the announcement and never got to creating the plugin box. As of right now, I'm not sure I should require it, because while it would only be presentation improvements, it might steer people in a specific direction with their games, and I don't want to limit anyone's creativity.
I will probably just make a list of "recommended plugins" that... wouldn't be required, but may be in the user's best interest to put in their game if they want it to look nice.

Is it advisable for the game to have traces of FE? What if I want to make a puzzle game?
Besides how puzzles are rather boring for the intended audience, you said you wanted entries that are "a short level". I would expect each puzzle segment to last a few minutes at best, so would it be okay to have more as long as the total is under one hour?

I don't want to set any limits on how close or how far from FE your game should be. As the contest description says, it's up to you to decide what "don't make Fire Emblem" means. You're allowed to make whatever you want, so long as it was made with SRPG Studio.
As for the length of your puzzles... It's only allowed to be a single level. If you want a puzzle game that is long enough to just be under an hour, you may want to just make your map bigger, with each puzzle being it's own segment within the map.
