I worked on my game right down to the wire and borked up the export as I panicked to submit it. Is it allowed to export it properly and upload the fixed file now, or do the games need to be judged by their initial submissions only?

Hoping for the same thing. For some reason i thought submission was 8pm on April  8th. Hoping to get a bit of a grace period to turn in the game still.
