GBA stands for Game Boy Advance. It is a 32bit, handheld console developed by Nintendo. The jam requires you to make a game for the console (i.e., the Game Boy Advance) within the stipulated time (2 months and 13hrs as the writing of this reply), using the tools allowed by the jam hosts (read the jam page).
