When I see the words "interactive fiction", I assume this means a text-only adventure (both game engine options given in the overview are text-based). Am I right, or does "narrative-driven" also mean visual novels and point-and-click games in this context? The overview is not clear about this...

For this jam, you have to make a narrative game in the format of an interactive fiction game, not a visual novel or point and click. Your game has to be text based and it can be whatever story you want to tell as long as the story is told through text.

Does that mean, that games can't contain any pictures (backgrounds and such)? Is audio permited?

You can have pictures, background and audio. You can customize however you want as long as your game is in the format of an IF game.
