Is this game pure RNG or what im confused on if there is a strategy or not it seems like u just pick the card of the lit up number and sometimes you win
RNG is a big factor, yes. Im guessing you didn't read the rules in the games page but even it doesnt explain it troughly :S Only tactic you can do is basically, because there are 4 of each cards in the deck. If you have seen that card at least 2 times there is no way opponent can shoot it to you.

I figured the rules quite quickly but a tutorial of the gameplay would be great! If you add more strategy to the card game I’d play this for hours

Very impressive artwork! I found the rules of the card game pretty challenging but at the same time I really like that you're doing something out of the box, that's what these jams are about. Good work!

Visually it's amazing, obviously.
I really appreciate that the rules of the game were original (I think?!). I think that it's difficult to play strategically: right now when it's your turn, you either play a card that can hurt the other player, or you play a random other one. I would introduce knowledge about what's in the deck; and cards that affect the deck; so you can try to guess more accurately what numbers the other player has.
