Use of the limitation
"Control the Environment" can be interpreted many ways. I decided to go with a more metaphoric role. My game has an "environment meter" that depletes as the world uses fossil fuels. You get a game over if the meter reaches 0. You control the environment by deciding how much you want to jeopardize it in the pursuit of wealth.
