Usually Game Jams don't have any restrictions about who can join. If you have already created any Game at all, you are more than qualified to enter, I think

there are no restrictions by skill level, only age

You should absolutely join if you can! Not only to pratice and learn but also to have fun! Game jams are perfect for experimenting!

not only can you join but you definitely should join. Jams are the best practice for a new developer (speaking from personal experience of course)
