So there are certain bugs I'm noticing that definitely need to be patched (forgot to turn off Debug Menu, softlocks, game breaking glitches, etc), but in regards to QOL - Would adjusting stats of certain enemies be considered New Content? Specifically, the drop rate of health items is too low, and the Final Boss doesn't have enough HP, resulting in a frustrating main game and an underwhelming end game.

Fixing game bugs, adjusting stats or drop rates, some difficulty balancing are all allowed QoL fixes.
Its definitely not allowed to add content, assets, new game levels, new narratives, or major additions to games.
The main point of this rule is allow for changes to make game playable, but not add content you could not get done by submission time. We want to keep the development time even and fair for all.
