I have all my rules written and I'm all set to format my page. The problem is that I don't have any graphic software.  I need help finding software that is free but also user-friendly to use. Any good suggestions?

Affinity currently has a 6-month free trial going on. It's a bit of a learning curve if you haven't used a layout pr graphic design software before, but there are a bunch of online and in-program tutorials to help you.

I used Scribus starting out, which gets the job done but has very basic features and an honestly terrible UI, but is completely free.

I think GIMP is what ppl usually recommend. I can’t say I have experience with that software package tho. https://www.gimp.org/

Canva used to be a popular option though I feel like maybe their pay structure has changed and is less viable now than it was before? They let you make designs using free assets and if you want more assets to use, you can upgrade to a paid version.

Paint.net (desktop) is useful and free. Inkscape (desktop) for vector graphics. Tinkercad (web) for free 3D-style graphic edit. OpenAI (web) for Ai-based art generations.

If you have Microsoft Office, if you're just trying to get words to the paper, Publisher is good for a basic product. But as someone else stated, Paint.Net, Gimp, and if still possible, FireAlpaca are all really good.
