Very neat design! I can see using the city  generation for all kinds of war game set ups! Having defending unit quality tied to the value of a city section creates some interesting decisions for the defending player.

Wow, really impressed with just how much information you were able to convey with just the one page, and how clearly it reads. It seems like a very fun game. I love the win conditions and the overall cut at 8 rounds length. Really great work. 

The only thing I can point out is there are a few instances of repeated words, or grammatically weird sentences in namely the first column of page one.

Cool design! I really like the rules for city setup and for how retreating works, as it seems like it can make for maneuvering to be critically valuable and allow for a win in a situation where you might be outmatched by sheer raw numbers.
